9. General principles of Code Grey Type Emergencies
 
  Article 54-GREY-T3-Major Internet-Computer Systems Failure  
54.1 GREY-T3-Major Internet-Computer Systems Failure  
  A Blue T2 Emergency Type is defined as o commit murder or cause grievous harm to a person, without lawful excuse, is when provable intent exists for the proposed carrying out of such an act.  
 
 Primary Risks
 1. A provable threat existed at the time of the offence on the life and/or well being of the victim;
 2. That the actions of the accused materially contributed to the threat.
 3. That the actions of the accused were done to follow through from the threat and with the intent to cause death and/or grievous injury.
 
 
 Secondary Risks
 1. A provable threat existed at the time of the offence on the life and/or well being of the victim;
 2. That the actions of the accused materially contributed to the threat.
 3. That the actions of the accused were done to follow through from the threat and with the intent to cause death and/or grievous injury.
 
     
54.2 Primary Agency  
  The Primary Agency is the government agency primarily responsible for taking actions in relation to this kind of emergency and implementing the mitigation, preparation, response and recovery plans stated in this code for such an emergency including all related functions and tasks.  
  The Primacy Agency for this type of Emergency shall be the Natural Eco-Systems Agency.  
36.2 Support Agencies  
  The Support Agencies are the specific government agencies tasked with supporting the primary agency, including membership on the Emergency Council for this kind of emergency.  
  The Support Agencies for this type of Emergency shall be:
